Resumen
El Centro Histórico de Chía (CHC) constituye el núcleo fundacional del municipio. En su centro se ubica el Parque Santander, principal espacio público por su relevancia histórica y simbólica. El valor patrimonial de esta zona fue formalmente reconocido en el Acuerdo 17 de 2000, mediante el cual se adopta el Plan de Ordenamiento Territorial (POT) de Chía. En dicho instrumento se delimita el CHC como Área Histórica, conformada por diez manzanas que abarcan el parque y su entorno inmediato.
A pesar de que el CHC conserva la estructura básica del trazado urbano, presenta un estado de conservación desigual, con intervenciones poco apropiadas, transformaciones en edificaciones de valor y un manejo institucional débil. Se evidencian conflictos entre la norma y la consolidación del sector, así como una falta de criterios claros para conservar y gestionar el patrimonio cultural material e inmaterial presente en esta zona.
Este Trabajo Final de Maestría (TFM) busca aportar a la caracterización del CHC como insumo para una futura revisión del POT. Se delimitan dos áreas de estudio (una general y otra detallada) y se analiza el territorio a partir de tres componentes: físico, social y administrativo, con el fin de identificar los valores a conservar, los problemas actuales y posibles lineamientos de manejo. Abstract
The Historic Center of Chía (CHC) is the founding nucleus of the municipality. At its center is Santander Park, the main public space due to its historical and symbolic relevance. The heritage value of this area was formally recognized in Agreement 17 of 2000, which adopted the Land Use Plan (POT) of Chía. This instrument defines the CHC as a Historic Area, consisting of ten blocks that encompass the park and its immediate surroundings.
Although the CHC retains the basic structure of the urban layout, it is in a state of uneven conservation, with inappropriate interventions, transformations in valuable buildings, and weak institutional management. There are evident conflicts between the regulations and the consolidation of the sector, as well as a lack of clear criteria for conserving and managing the tangible and intangible cultural heritage present in this area.
This Master's Thesis (TFM) seeks to contribute to the characterization of the CHC as input for a future revision of the POT. Two areas of study (one general and one detailed) are defined, and the territory is analyzed based on three components: physical, social, and administrative, in order to identify the values to be preserved, current problems, and possible management guidelines.
