Resumen
En la economía del patrimonio cultural, las Ciudades Patrimonio de la Humanidad (WHC) constituyen activos territoriales que generan valor cultural, social y económico. Evaluar su sostenibilidad permite comprender su contribución al bienestar urbano y su preservación futura. Este estudio analiza la eficiencia de la sostenibilidad de 105 WHC europeas y latinoamericanas (2021-2023), examinando su capacidad para transformar recursos patrimoniales en resultados equilibrados en las dimensiones cultural, económica, social y ambiental.
Para ello, se emplea el Análisis Envolvente de Datos (DEA), una técnica que mide la eficiencia relativa al comparar unidades heterogéneas. Los resultados muestran que Europa logra mayor eficiencia en las dimensiones económica y social, mientras que América Latina destaca en la cultural, aunque presenta rezagos persistentes en lo social y ambiental.
El análisis se complementa con una regresión truncada para examinar el efecto de variables del entorno sobre la eficiencia sostenible. La regresión indicó que el PIB per cápita, la densidad poblacional y la edad mediana inciden positivamente, mientras un alto costo de vida afecta negativamente la eficiencia global.
Desde una perspectiva de política pública, los resultados destacan la necesidad de fortalecer la gobernanza urbana integral en las WHC. Esto implica diversificar la economía local más allá del turismo tradicional, regular la presión turística e implementar un monitoreo continuo de la eficiencia como aparato de gestión. Los hallazgos ofrecen, por tanto, herramientas prácticas para gestores y formuladores de políticas, al reforzar el papel de la cultura y el patrimonio como fundamentos del desarrollo sostenible y el bienestar social. Abstract
In the cultural heritage economy, World Heritage Cities (WHCs) are territorial assets that generate cultural, social, and economic value. Assessing their sustainability provides insight into their contribution to urban well-being and their future preservation. This study analyzes the sustainability efficiency of 105 European and Latin American WHCs (2021-2023), examining their capacity to transform heritage resources into balanced results in the cultural, economic, social, and environmental dimensions.
To this end, Data Envelopment Analysis (DEA) is used, a technique that measures relative efficiency by comparing heterogeneous units. The results show that Europe achieves greater efficiency in economic and social dimensions, while Latin America excels in cultural dimensions, although it lags behind in social and environmental dimensions.
The analysis is complemented by a truncated regression to examine the effect of environmental variables on sustainable efficiency. The regression indicated that GDP per capita, population density, and median age have a positive impact, while a high cost of living negatively affects overall efficiency.
From a public policy perspective, the results highlight the need to strengthen comprehensive urban governance in WHCs. This involves diversifying the local economy beyond traditional tourism, regulating tourist pressure, and implementing continuous monitoring of efficiency as a management tool. The findings therefore offer practical tools for managers and policymakers by reinforcing the role of culture and heritage as foundations for sustainable development and social well-being.
