Abstract

This research analyzes the relationship between habitation, habitability, and heritage conservation in dwellings with levels 2 and 3 of protection (Level 2 of context conservation seeks to maintain the typology and facade, while Level 3 of structural protection prioritizes heritage, allowing for improvements in habitability with high protection) that function as daily-rate tenements in the Las Cruces neighborhood, the historic center of Bogotá, Colombia. The objective was to develop a guidebook of guiding principles for community architectural intervention in the buildings, based on the ethics of care and the real dynamics of inhabitation of its residents. A qualitative methodological design was adopted, developed over seventeen months of fieldwork. Recurring visits, architectural observation, physical information gathering, regulatory analysis of the Special Management and Protection Plan (PEMP), and semi-structured interviews with residents, administrators, and community leaders were conducted. The object of study was the social, spatial, and heritage conditions of daily-rate tenements in protected buildings. The measurements included quantitative variables (lighting, ventilation, spatial fragmentation, physical condition) and qualitative variables (perception, appropriation, care networks, neighborhood memory). The results reveal tensions between regulatory rigidity and everyday practices of spatial adaptation, as well as the existence of dimensions of community, symbolic, and architectural care that sustain heritage as a living reality. It is concluded that conservation cannot be limited to the material protection of the property, but must incorporate the improvement of the habitability and permanence of its inhabitants. The proposed guide translates normative principles into tools that are sensitive to the actual use of space, promoting interventions that strengthen the dignity, neighborhood identity, and social sustainability of inhabited heritage.
