Abstract

This master's thesis aims to present a descriptive analysis of the development of urban resettlement for populations located in areas of non-mitigable high risk in Bogota during the period 1990-2023. According to figures from the district administration, between 1997 and June 30, 2023, a total of 26,173 properties were registered as subject to resettlement. Within these, 9,540 families and 24,843 individuals were identified as living under conditions of non-mitigable high risk (Datos Abiertos Bogota, 2023). Population resettlement due to non-mitigable high risk occurs in areas identified as being at risk of flooding, water body overflows, mass wasting events, and torrential floods. Conceptually, the thesis relies on the theoretical framework of historical institutionalism, using key conceptual tools such as critical juncture, institutional development, and path dependence to explain how the resettlement of populations in high-risk areas has evolved into a core component of Bogota's risk management policy. The document review revealed that over time, the resettlement of populations in non- mitigable high-risk zones has taken on a more prominent role in the district's government plans and legal institutions. This is reflected in increased budgets, broader projections for goals and outcomes, and regulatory and organizational adjustments aimed at addressing the issue, showing a degree of progressive continuity in the implementation of this government action. However, as of the completion of this thesis, no records of evaluations or longitudinal studies were found that could provide new insights for improving practices, adjusting, or enhancing the implementation of resettlement programs or their impact on the quality of life of the affected citizens. Furthermore, no evidence was found of community participation or involvement of their organizations in the policy formulation process.
