Resumen
La presente investigación es un estudio de caso que analiza cómo el conflicto entre los actores del sector farmacéutico durante la formulación del Decreto 1782 del 2014 por la concepción de la ruta abreviada de evaluación sanitaria, causó una implementación inconclusa, que obstruyó el objetivo farmacoeconómico de la regulación. De esta manera, se evidencia que actualmente la ruta abreviada, la cual pretende ser el medio de dinamización del mercado sólo ha sido la vía para la aprobación de un medicamento biosimilar. Este es un estudio de caso que, a través del análisis cualitativo de fuentes secundarias y entrevistas, permitió identificar los espacios de conflicto y la actual postergación de la implementación de la ruta abreviada, que refleja la disputa por el objetivo de mercado propuesto por el Ministerio de salud en la regulación de evaluación sanitaria de medicamentos biológicos. Abstract
This research is a case study that analyzes how the conflict between the actors of the pharmaceutical sector during the formulation of Decree 1782 of 2014 for the conception of the abbreviated route of sanitary evaluation, caused an inconclusive implementation, which obstructed the pharmacoeconomic objective of the regulation. Thus, it is evident that currently the abbreviated route which is intended to be the means of market dynamization has only been the way for the approval of a biosimilar drug. This is a case study that, through the qualitative analysis of secondary sources and interviews, made it possible to identify the areas of conflict and the current postponement of the implementation of the abbreviated route, which reflects the dispute over the market objective proposed by the Ministry of Health in the regulation of the sanitary evaluation of biological drugs.
