Resumen
Se aborda, a partir de una investigación vinculante con el territorio y las comunidades asentadas y organizada en los Consejos Comunitarios de San Rafael de Neguá y Consejos Comunitarios San Francisco de Ichó, pertenecientes al Consejo Comunitario Mayor de la Asociación Campesina Integral del Atrato – COCOMACIA, un análisis alrededor de las tensiones socioambientales, que se materializan no solo por el acceso y uso que de la tierra, sino también a partir de la dualidad derechos de la naturaleza y derechos bioculturales. A partir de esta investigación se logra identificar que estas tensiones se agudizan debido a diversas variables como lo son la desconexión marcada entre la política estatal y las realidades locales, la presencia de actores ilegales, la ausencia de un enfoque diferencial en la formulación de políticas públicas, por la tenencia y titularidad de la tierra, incoherencias en la aplicación de las normativas que regulan las actividades de los Consejos Comunitarios, entre otras. Esta una investigación parte desde la voz de las comunidades, dándole total prevalencia a las tradiciones y formas/proyectos de subsistencia que han entrado en tensión con la visión de política pública y regulación que históricamente los gobiernos de turno han concebido durante sus mandatos. Abstract
Based on a research linked to the territory and the community settled and organized in the Community Councils of San Rafael de Neguá and San Francisco de Ichó, belonging to the Greater Community Council of the Integral Peasant Association of Atrato – COCOMACIA, an analysis of socio-environmental tensions is addressed, which materialize not only because of the access and use of land, but also from the duality of rights of nature and biocultural rights. From this research, it is possible to identify that these tensions are exacerbat ed due to various variables such as the marked disconnection between state policy and local realities, the presence of illegal actors, the absence of a differential approach in the formulation of public policies, for the tenure and ownership of the land, inconsistencies in the application of the regulations that regulate the activities of the Community Councils, among others. This research starts from the voice of the communities, giving total prevalence to the traditions and forms/projects of subsistence that have entered into tension with the vision of public policy and regulation that historically the governments of the day have conceived during their mandates.
