Resumen
La Contribución de Valorización ha representado para la ciudad una alternativa para costear la construcción de infraestructura pública. Esta herramienta se ha implementado de distintas formas, y ha sido objeto de múltiples cuestionamientos, que motivan al autor de este trabajo a ahondar en el uso que se le ha dado en la historia reciente de la ciudad. Si bien se trata de un instrumento
legítimo, ha sido cuestionado reiteradamente por ciudadanos y órganos de control que ponen en evidencia inconvenientes operativos del instrumento, y dificultades en su implementación.
La consolidación de un instrumento de financiación eficiente y legítimo requiere que desde la academia se cuestione su implementación. Este trabajo aporta una reflexión académica que llevacontinuar el descubrimiento de uno de los instrumentos de financiación más utilizados, y con mayor trayectoria en el país. En la medida en que los instrumentos más sencillos de operar evolucionen, se podrá trascender al uso efectivo de instrumentos cuya operación es más compleja. Este trabajo describe la naturaleza del instrumento, analiza la reglamentación e implementación de dos cobros de contribución de valorización realizados en dos momentos (2005 y 2013), e identifica retos para su adecuado funcionamiento. Abstract
Special assessments represent to the city an alternative to fund public infrastructure´s construction. This tool has been implemented in different ways, and has been the subject of multiple controversies, which motivate the author of this research to delve into the use that has been given to it in the recent history of the city. Although it is a legitimate tool, it has been repeatedly questioned by citizens that highlight its operational inconveniences, and other difficulties in its implementation.
The consolidation of an efficient and legitimate financing instrument requires that its implementation be questioned from the academy. This work provides an academic reflection that leads to continue the discovery of one of the most used and with the longest history financing tools in the county. To the extent that the simplest instruments to operate evolve, it will be possible to go beyond the effective use of instruments whose operation is more complex. This research describes the nature of the tool, analyzes the regulation and implementation of two special assessments collections carried out at two different times (2005 and 2013), and identifies challenges for its proper functioning
