El presente trabajo final de maestría se soporta en la investigación de los planes parciales de desarrollo que han sido adoptados en la ciudad de Bogotá, abarcando un periodo de tiempo de diecisiete años, desde el año 2000 momento de formulación del primer POT de la ciudad hasta el año 2017. Si bien, durante este periodo se adoptaron 47 planes parciales de desarrollo, se propone un análisis sobre 19 de ellos los cuales presentan un estado de ejecución menor al 50%. Se propone la pregunta referida a ¿Cuál ha sido el papel de los Planes Parciales de Desarrollo y qué tipo de ciudad se ha construido con la aplicación de este instrumento? ya que de este cuestionamiento se desprende la evidencia del porqué de su baja ejecución en términos construidos aun cuando a pesar de haber trascurrido un amplio periodo desde la formulación hasta la adopción, una vez surtido esta fase la dilatación para emprender la obra y culminarla es bastante amplia y por demás preocupante sí se tiene en cuenta la visión de modelo de ciudad por medio de la ejecución de proyectos urbanos integrales. The present final master's work is supported in the investigation of the partial development plans that have been adopted in the city of Bogotá, spanning a period of time of seventeen years, from the year 2000 when the first POT of the city was formulated until in 2017. Although, during this period, 47 partial development plans were adopted, an analysis is proposed on 19 of them, which have an execution status of less than 50%. The question regarding what has been the role of the Partial Development Plans and what type of city has been built with the application of this instrument is proposed? since from this questioning the evidence of the reason for its low execution in constructed terms emerges even though despite having passed a long period from formulation to adoption, once this phase has been completed, the expansion to undertake the work and complete it is quite wide and worrisome if the vision of the city model is taken into account through the execution of comprehensive urban projects. The conceptual support is structured based on the urban model proposal that was made with the formulation of the POT, in Decree 619 of 2000, and its modification and compilation with Decree 190 of 2004, from which the treatments and instruments are derived of land management and financing and through these, the definition of the land subject to intervention through partial development plans. At the same time, it describes how the Colombian planning model was conceptually influenced by the normative structure of Spanish land use in addition to the definition of an urban project that is so important to understand the purposes of comprehensive intervention in contemporary cities, to finally expose the evaluation technique that describes and supports the reason for the low execution of the plans already adopted, making analytical emphasis on a partial plan that is quite controversial in normative, technical and urban terms to understand the situations that have not allowed its execution.Keywords
