La acumulación de capital como problema macroeconomico y la precarización en la contratación laboral

Abstract

Este trabajo es el resultado de un estudio cualitativo destinado a analizar la correlación entre la acumulación de capital y la inestabilidad en las relaciones laborales en Colombia. Esta aproximación involucra, por un lado, una revisión sinóptica del fenómeno macroeconómico de la acumulación de capital y de la precarización laboral, y, por el otro, una integración de estos dos ámbitos, los cuales pocas veces se estudian interdisciplinariamente, a pesar de estar íntimamente relacionados. En términos de Adam Smith, tanto el inversionista como el trabajador buscan su propio interés (self - interest); sin embargo, en la realidad mundial y en especial en el caso colombiano, desde los tiempos mismos de la colonia, el interés del inversionista ha avasallado y reducido el interés del trabajador, a causa de la acumulación de capital, convirtiéndose, como lo denominara el mismo Smith, en un capital improductivo, dado que no colabora con el crecimiento macroeconómico. Así pues, tanto en la teoría como en la práctica, no hay razones que impidan armonizar un modelo económico que respete la iniciativa privada, y que, a su vez, promueva los legítimos derechos de los trabajadores, armonización que se desvirtúa por la búsqueda de acumulación de capital, animada por el egoísmo (selfishness), y no por una legítima búsqueda del propio interés (self – interest), la cual no excluye los intereses de los demás. Contemporáneamente, y en franca tergiversación del espíritu liberal propuesto por Smith, el neoliberalismo promovido por autores como Hayek, Von Misses y Nozick, entre otros, ha pretendido promover la idea de una oposición entre el desarrollo macroeconómico y el respeto por los derechos sociales, lo cual resulta insostenible, tanto en la teoría como en la práctica, tal como lo demuestran las economías de los países nórdicos. En el caso colombiano, parece VI que no se ha entendido correctamente dicha correlación entre macroeconomía y derecho laboral, por lo cual se ha oscurecido su identidad constitucional como Estado Social de derecho (Texto tomado de la fuente).

This paper is the result of a qualitative study aimed at analyzing the correlation between capital accumulation and instability in labor relations in Colombia. This approach involves, on the one hand, a synoptic review of the macroeconomic phenomenon of capital accumulation and labor precariousness, and on the other hand, an integration of these two areas, which are rarely studied interdisciplinary, despite being closely related. In terms of Adam Smith, both the investor and the worker seek their own interest (self-interest), but nevertheless, in the world reality, and for our interest in the Colombian daily life, since colonial times, the interest of the investor has overwhelmed and reduced the interest of the worker, due to the accumulation of capital, becoming, as Smith himself called it, an unproductive capital, since it does not collaborate with the macroeconomic growth. Thus, both in theory and in practice, there are no reasons that prevent the harmonization of an economic model that respects private initiative and, at the same time, promotes the legitimate rights of workers, a harmonization that is distorted by the search for capital accumulation, animated by selfishness, and not by a legitimate search for selfinterest, which does not exclude the interests of others. At the same time, and in a clear distortion of the liberal spirit proposed by Smith, the neoliberalism promoted by authors such as Hayek, Von Misses and Nozick, among others, has tried to promote the idea of an opposition between macroeconomic development and respect for social rights, including workers' rights, which is unsustainable, both in theory and in practice, as shown by the economies of the Nordic countries. In the Colombian case, it seems that this correlation between macroeconomics and labor law has not been VIII correctly understood, thus obscuring its constitutional identity as a Social State under the rule of law.
